Linette Heng

Linette Heng has more than 25 years of experience in education, training & development, leadership development, talent management and organization development in both the public and private sector. She is the principal consultant of “Leadership Presence” which specialises in leadership development, human resource development, training / facilitation and coaching.

She is highly competent in the field of organizational excellence, having served as Manager, Organisational Development Unit at the Public Service Division (PSD), Prime Minister’s Office as well as the key roles of Management Representative for the Singapore Quality Class at PSD and Assistant Head of the People Developer Standard secretariat at MOE HQ. She has helped National Parks Board (NParks), PSD and MOE HQ attain national level certifications: the People Developer Standard, Singapore Quality Class, Innovation Class and ISO 9001 in her line of work.

As Section Head / Human Resource Development at National Parks Board, Linette executed organization-wide learning initiatives, primarily in service quality and performance management in NParks as well as knowledge management in PSD. She designed and executed two leadership programs for high potential officers and middle management and more than three successful cycles of the NParks mentoring program. Both the NParks Young Leaders Program and Mentoring Program were featured as best practices in the “Public Sector HR Best Practices 2009” Guide (PSD, Prime Minister’s Office).

She has facilitated in various workshops in the fields of personal effectiveness (Stephen Covey’s “7 Habits of Highly Effective People”), innovation, employee engagement as well as educational pedagogy in Singapore and overseas (Thailand and Indonesia). She is skilled at conducting assessment centres for undergraduate scholarship selection. She has also conducted focus group discussions as well as after-action review sessions to capture organizational learning.

Linette is one of the first in Singapore to be certified by the World Institute for Action Learning (WIAL) as a Certified Action Learning Coach. She has conducted Action Learning at Hewlett-Packard, Fuji Xerox, Microsoft, Ministry of Education, Singapore Prisons Service, SingHealth Academy and Kaplan for staff, high-potential officers and trainers.

Linette received her Masters of Arts in Human Resource Development (MAHRD) from the George Washington University (GWU), Washington, USA, a Graduate Diploma in Human Resource Management from the Singapore Institute of Management, a postgraduate certificate in Education at King’s College London, UK as well as the nationally recognised Advanced Certificate in Training & Assessment.

She started her career in the Ministry of Education (MOE) as a teacher, having been awarded a Local Merit Scholarship (Teaching), followed by a postgraduate scholarship by the Singapore Public Service Commission, to pursue a postgraduate certificate in Education at King’s College London, UK. She served as Head, Pedagogy and Personal Development at the MOE Headquarters (HQ), Staff Training Branch. It was during her secondment to MOE HQ that she developed a strong interest in Human Resource Development work.

She enjoys community work, having trained disabled youths on communication skills at Asian Women’s Welfare Association, and participated in therapy work at the Institute of Mental Health and SWAMI Home with Therapy Dogs Singapore. She has conducted assessment centre workshops for Raffles Institution’s top students. She has also conducted focus group discussions for the Ministry for Community Development, Youth & Sports (MCYS) as well as the Agency for Integrated Care (AIC) under the auspices of the Facilitator Network Singapore.

She is currently an adjunct facilitator, assessor and practicum supervisor at the Institute for Adult Learning for the following programs : the Certified Workplace Learning Specialist program, Diploma in Adult and Continuing Education, Advanced Certificate in Training & Assessment. She developed the Learning and Performance Needs Analysis module (one of the five core modules) for the upcoming certification – Diploma in Blending Learning with Work and Technology (working diploma name) – for the Institute for Adult Learning as well as conducted the pilot program. She achieved Adult Educator (AE) Professional status with the Institute for Adult Learning in 2017.

She was an associate lecturer for the RMIT Bachelor of Business (Management) program at the Singapore Institute of Management (SIM) as well as the curriculum developer and facilitator for the ‘Professional Self-Management’ module for SIM which focuses on leadership and self-management skills for the workplace. She also served as a practicum supervisor with the National Institute of Education supervising trainee teachers during their practicum with the schools.
